Unfortunately no. I already have the set you linked (a gorgeous set). While the display window looks identical, the windows on the second floor (the ones that look like they have a small railing and white "edge" at the bottom) are not from Coco's sets. CS building sets that include transparent windows don't seem to be very common, which is why I'm curious about these ones.

That's odd. I've been working on a park with 3 bodies of water, each at a different height, and so far my game has been quite stable. As for the cheat, I found it on FlightToAtlantis, which holds a trove of information about RCT3 and is a site that I often reference to, especially when modding the game.

You can add ReflectInMultipleSurfaces 1 to your Options.txt. This will allow all water surface at all terrain heights to be reflective:
